Carter built a pure-play testing consultancy from Sydney into an organisation of more than 1,500 people, acquired by NRI in 2021, creating a large share of the region's professional testing careers. As founding chairman of ANZTB in 2005 he brought ISTQB certification to Australia and New Zealand, and he served as ISTQB Global President in 2013.
